I CAME TO US ON TOURIST VISA N CONVERTED TO STUDENT STATUS. NOW I AM IN F1 STATUS. I WENT TO RMV (BOSTON) TO APPLY FOR MY LICENSE. THAN THE PROBLEM ARISES. NEITHER THEY SAY YES NOR NO TO MY LICENSE, JUS THEY HANG ME AROUND SAYING THAT THEY NEED TO VERIFY ME. ITS BEEN MORE THAN 5 MONTHS N I HAVENT HEAR FROM THEM. MY QUESTION IS THAT WHETEHR I AM ELIGIBLE FOR LICENSE OR NOT. WHAT SHOULD I DO NOW. PLZ GIVE ME OPINION.

you are perfectly eligible for DL. The reason for delay might be due to your change in status. Didn't you take the Approved Status Change notice from USCIS and I-20 with you?

You may want to write a complain letter to higher authority of RMV asking why there has been no decision on you r application yet.

If possible, try getting the license from neighboring state. You may ofcourse have to do something with the proof of residency.

Go there and ask for the manager. Talk to him and tell hin/her that not having a DL is affecting your everyday life and are burdened with unnecessary difficulty; if they don't issue your DL you would have no options left other than taking a legal course of action.
best

proof is residency is generally a bank statement with your address or USCIS letters in your name or Postal address change request form you file to Post office for an address change.

On a side note, please use small letters. Using caps just annoys people. It seems like you are shouting out of your voice...
