 B1/B2 visa holder with Prospective Student Stamp

Hi experienced frens
Saan_dai, in one of the posting at IMMIGRATION CENTER mentions that INS considers for F1 status change only to those B1/B2 holders who has "Prospective Student" stamp on the visa.
That means, if there is no "Prospective Student" Stamp on their visa, B1/B2 status can not be changed to F1. I am just wondering what the situation would be like upon arrival at US port. Usually they ask why u r here and sometime, we have heard cases that people are denied entry.
I am askign this for a friend of mine who is a B1/B2 visa holder and is currently in Nepal. He doesn't have Prospective Student stamp on his visa but he hopes to try changing to student status.
Any idea on this?
