मोरिआर्टीको ब्यारेक यात्रा

भदौ २९ ( September 14) - चाहे नेपाली सेनाको होस् वा जनसेनाको, केही समययता शस्त्र-विवाद नेपाली राजनीतिको केन्द्रविन्दुमा रहँदै आएको छ । भारतबाट शस्त्रास्त्र ल्याइएको चर्चाले बुधबार पूरै देश तनावग्रस्त भयो । राति बैरेनी ब्यारेकमा रोकिएका ट्रकहरूमा बिहान गएर खानतलासी गर्दा केही भेटिएन । सरकारले भन्यो- ती बाहन राष्ट्रसंघीय शान्ति सेनाका निम्ति लेबनान पठाउन लागिएको थियो । तर जिज्ञासा उठ्छ, लेबनान पठाउन लागिएका ट्रकमा 'हतियार छैन है' भन्ने गरी शिवरात्रिमा पड्काउने 'डमी बुलेट' र प्रयोग भइसकेका गोलीका खोकाचाहिँ किन राखिएछन् ?
केहीअघि इजरायली हतियार आउन लाग्दा यस्तै विवाद उब्जेको थियो । इजरायली राजदूतले बीबीसीलाई नेपाललाई हतियार नबेचिएको जनाएका थिए, जसरी अहिले भारतबाट शीघ्र खण्डन आयो । तर उसबेला सरकारले संसद्मा प्रष्टीकरण दियो- इजरायलबाट झन्डै १५ लाख डलरबराबरको हतियार ल्याउने सम्झौता शाही शासनकालमै भएको रहेछ, हामीले त्यसलाई रद्द गर्‍यौँ ।

सरकारी सेनाको हतियार आगमनको हल्लाले माओवादीलाई जति तर्साउँछ, राजनीतिक सहमति नभएसम्म हतियार व्यवस्थापन नगर्ने उनीहरूको अडानले संसदीय वृत्तलाई उत्तिकै सशंकित तुल्याउँछ । किनभने नेपाली सन्दर्भमा हतियार-विवाद सोझै लोकतन्त्रको भविष्यसँग गाँसिएको छ । सायद यो कुरा अमेरिकी राजदूत जेम्स मोरिआर्टीले राम्रोसँग बुझेका छन् । बुधबार बैरेनी विवाद चर्किरहँदा उनी पश्चिमोत्तर सीमान्त जिल्ला दार्चुलामा थिए, भने- 'नेपालले लोकतान्त्रिक बाटो छोड्ने हो कि भन्ने डर लागिरहेको छ ।'

राजा थान्को लागेको बेला तत्कालै 'कू'को सम्भावना अरू कसैले देखेका छैनन् । तर, अतिशक्ति अमेरिकाका महामहिमको 'भविष्यवाणी' लक्ष्मण खड्काको सडक-भाषणजस्तो त पक्कै होइन । उनले केही नबुझी बोलेनन् होला । फेरि उनी त सात दलका नेता वा मन्त्रीहरूभन्दा बढी सक्रिय भएर देश दौडाहामा लागेका छन् । देशमा अहिले छुट्टै रक्षामन्त्री छैनन् तर मोरिआर्टी रक्षामन्त्रीझैँ सेनाका संवेदनशील ब्यारेकहरूमा घुम्दै, फिल्ड कमान्डरहरूसँग प्रत्यक्ष भलाकुसारी गर्दैछन् । उनीमात्र छैनन्, वासिङ्टनको एउटा विशेष टोली नै अहिले नेपालको घुमफिरमा व्यस्त छ ।

सबैलाई थाहा भएकै कुरा हो- नेपालका अधिकांश उच्चनेताहरूको दिल्लीसँग जति घनिष्ठता छ, नेपाली जर्नेलहरूसँग अमेरिकी-मित्रता उत्तिकै छ । तथ्य यो पनि हो- जनआन्दोलन- २ पछि नेपाली सेना ऐतिहासिक संक्रमणबाट गुजँ्रदैछ । सेनामा राजाको 'चेन अफ कमान्ड' केही टुटेको छ तर यो संस्था सरकारको पूर्णनियन्त्रणमा पनि आइसकेको छैन । विदेशी शक्तिकेन्द्रहरूले यो वास्तविकता नबुझ्ने कुरै भएन ।

०५८ चैतको कुरा हो । बेइजिङबाट सोझै दिल्ली पुगेर गिरिजाप्रसाद कोइरालाले प्रचण्ड र बाबुराम भट्टराईसँग पहिलो भेटवार्ता गरेर शान्तिका निम्ति ठोस प्रयास थालेका थिए । त्यसबेला तत्कालीन अमेरिकी राजदूत माइकल मलिनोवस्कीचाहिँ ब्यारेक-ब्यारेक घुमेर युद्धका निम्ति उक्साउँदै थिए । उनले थुप्रैपटक भने- 'माओवादी र अल-कायदामा फरक छैन ।' त्यसैले माओवादीलाई पनि पेलेरै ठीक लगाउनुपर्छ !

पेल्नका निम्ति अमेरिकाले राजाको सेनालाई अभूतपूर्व सैन्य सहयोग दियो । र, गिरिजाप्रसादले संसद्मार्फत गर्न लागेको शान्ति प्रयासलाई 'सेबोटेज' गरियो । अमेरिकामुखी शेरबहादुर देउवामार्फत प्रतिनिधिसभा नै विघटन भयो, जसले राजालाई 'असोज १८' र 'माघ १९' का 'कू' हरू गर्ने ढोका खोलिदियो ।

आफ्नै मित्रराष्ट्रका विशेषदूतलाई माओवादीको मतियार भन्दै गाली गरेपछि मलिनोवस्कीलाई वासिङ्टनले त्यसअघि नै फिर्ता बोलाइसकेको थियो । तर अमेरिकी उग्रनीति बदलिएको थिएन । मलिनोवस्कीका नयाँ अवतार मोरिआर्टी आए । आदर्श-गफ जे दिए पनि उनका हरेक कदम लोकतन्त्र र शान्ति-प्रक्रिया भाँड्नेतर्फ उद्यत रहे । राजाले माघे कू गर्नासाथ उनले सय दिनको समयावधि दिनुपर्ने बताएर नेताहरूलाई संशयमा पारिदिए । अनि १२ बुँदे सम्झौता हुन नदिन दिल्ली नै दौडिए, जब गिरिजाप्रसादले माओवादीसँग मिलेर राज-शासनविरुद्ध निणर्ायक आन्दोलन छेड्न खोज्दै थिए ।

चैते आन्दोलनको मुखमा आइपुग्दा समेत दल-माओवादी गठबन्धन तोड्न मोरिआर्टी प्रयत्नरत थिए । त्यसबेला नेताहरूले उनको अर्ती मानेको भए सायद अहिलेसम्म हुकुमी शासन नै हुन्थ्यो । जब संसद् पुनःस्थापना भयो, तब उनले फेरि भन्न थाले- हतियार नबुझाएसम्म माओवादीलाई सरकारमा लैजानु हुन्न । १२ बुँदे विरोधी अभियानकै निरन्तरता थियो त्यो ।

जनआन्दोलन- २ चलिरहँदा कान्तिपुरलाई दिएको दुइटा अन्तर्वार्ता -चैत २० र वैशाख २) मा गिरिजाप्रसादले एउटा महत्त्वपूर्ण कुरा दोहोर्‍याएका थिए- मैले अमेरिकीहरूलाई भनेको छु, तिमीहरूको 'ग्लोबल स्ट्राटेजी'को अंग नेपाललाई नबनाऊ. नेपाललाई खुला, स्वतन्त्र र समृद्ध रहन देऊ । उनले यो तब भनेका थिए, जब अमेरिकाले नेपालको राज्य व्यवस्था भंग हुने चेतावनी दिँदै थियो । अहिले मोरिआर्टी नेपालमा लोकतन्त्र अन्त्य हुनसक्ने खतरा औल्याउँदैछन् । कतै गिरिजाप्रसादले बुझेको 'ग्लोबल स्ट्राटेजी' पुनःजागृत त हुँदै छैन ?

अमेरिकाको विश्व-रणनीति हाम्रो भूखण्डमा उदीयमान महाशक्ति चीनतर्फ लक्षित रहेको जगजाहेरै छ । अन्तर्राष्ट्रिय राजनीतिमा दोहोरिइरहने यस्ता 'डर्टी गेम' शान्तभन्दा अशान्त र असफलघोषित राज्यमै सहज हुन्छ । कतै नेपालको शान्ति प्रक्रिया त्यसका निम्ति बाधक त बनिरहेको छैन ? दूरदराज दार्चुलाका कांग्रेस-एमाले कार्यकर्ताले सायद त्यसको छनक पाए । र, मोरिआर्टी नेपाली सेनाको शमशेर गुल्ममा हेलिकप्टरबाट उत्रनासाथ ज्ञापनपत्र दिएर भने- नेपालको राजनीतिक फैसला नेपालीले नै गर्न पाउनुपर्छ, तपाईंले हस्तक्षेप नगर्नुस् । के प्रधानमन्त्रीले चाहिँ त्यो 'ग्लोबल स्ट्राटेजी' सम्भिmरहनु भएको छ ?

America fears with the name with communist. If it hears the word communist, it think that the communist country or person is evil. Maybe, if all goes well and there is a interim government of joint forces, Maoist and other political parties, then America may catagorize Nepal also as one of the "Axis of Evils!"

If not jingoist, America still holds it's imperialist nature. They think they are superior, and they want to be unjust big brother.

At least, we can hope that Nepali political leaders would be aware about it so Nepali wouldn't go back to quagmire of war.

Morarity is the only sensible man who is working for stablizing nepal's Politics.He understands what is going on.Neither King or SPA could understand that..
I really appreciate his effort of speading democracy in Nepal.He was the man who was against King undemocratic move.He was the man who was against the unity of SPA and Maoist...AND HE WAS SO RIGHT!!!!!!!!!!!!!!!!!!

We welcomed him when he spoke against the King. Yes, he was right about King's fate.

He was also against the 12-point understanding between parties and the Maoists. Now, we learn from Prachanda and Baburam that India had a good role to make that happen. Why?

I like what Mariorty says. I agree with him that rebels should not be allowed to join the government until they rest their arms. His role brings a balance since India controls parties, king, and Maoists. Indian's role is never clear and their intentions are unknown. He is the buffer zone against only Indian infuence in our country. India, parties, king, and Maoists are not trustworthy. At least they haven't proved that yet. So, I praise Mariarty's activities. I wish a good party had filled up his space. Because of all these nonsense, I don't get offended with his activites.
