Why ? On what ground were they realeased ? These fukers(the MAO's) are still going around threatening people and extorting money from them. I'd say they have to lay down their arms before they realease anyone. Otherwise the cycle of Violence will continue.

The government should not have released them since they killed somebody. The reason why there is no law and order in Nepal is beacuse the government let these kind of people get away. Others fallow the same suit. Why and how is it possible for someone to murder head of security and get away with it.

I don't know but I felt sick to the bone although I am for murdering my inner soul and let Maoists come as a political force, run for election and THEN (ONLY), if they can, by/on their POLITICAL victory, come to government.

It does pain me A LOT A LOT A LOOOOOOOOOOOOOOT, even to say the above statement, for I have never, in flesh, seen more disgusting and inhuman human look alikes. I have been so disgusted (words fail to describe) by their acts so much so that, my head and heart is a constant battle ground, and it is not easy. Actually it may not make an iota of a difference regardless of what I feel, I know, however it just might make a huge difference if very large portion of the population (no research done, just my heartfelt honest assumption) feel the same way.

We talk about justice and this and that, punishing the supressors and what not. And we see, almost all the decisions are being made strictly as a political decisions, where logic had very less to do, if at all, and just sheer you-hit-me-once-I-hit-you-twice child like mentality at work; while the nation bears the cost of constant chop and fix.

I say why not make Prachanda and Baburam joint Prime minister and and let them form the government and make them go for whatever election they can dream/imagine or can
conceive of. Whatever little hope I had for peace and stability, and a dream of a beautiful Nepal is fading every day. I don't know man, but it just adds that much bitterness in me.

My words, physically being so far away from the nation, might not add so much weight, but it does disturb me to see my country with so much potential, to be just another failed state.

I dont know why is everyone objecting the release of CPN-M leaders, to that extent.

Maoists are a political force, they are not terrorists. Since they are in an armed struggle, they should not be considered criminals for murduring. Of course murdering people they way they murdered the IGP is crime according to the Geneva Convention but what about the similar or even more unlawful and barbaric killing of Maoist Cadres ?

Now when there is some hope of stability and peace, why is everyone after the Maoists ? THis is not the time to go for who is what, this is the time to negotiate ,adjust, gain something and loose something, in order to build a consesus among all of the political forces in the nation. If Maoist leaders are not released now, the Maoists will not come for talks and it should be remembered that the responsibility to bring peace goes to the state not to the insurgents. More than that, releasing prisioners of war is for building confidence and increasing the chances of success of the peace talks.

Someone has written a comment that reminded me of America and its hypocricy. That gentle person has written that the Maoists shouldnt be released untill they give up their arms. I failed to understand the logic behind that. Maoists are in a state of war and the peace talks is not the end, what if the governement fails to fulfill the people's expectation ? shouldnt they get back to war ? I believe they should, untill their demands are met and believe me all of their demands are decent. They are not talking of the hard-core communism. If Maoists lay down their arms and then talk with the state, the state wont give a damn. Their arms is something that forces the government to take decisive steps.

People always show the urgency of peace. Why does everyone want PEACE ? I knwo, because all of them belong to the upper class, residing in the cities and enjoying facilities of this new world. They dont want equality, they dont want development....... The only thing they want is their security and that is the only reason they secream for PEACE. I believe the immediate need of nepal is not PEACE. What Nepal really needs now is an environemtn of equal opportunity for all and a rule of law. Peace without equality and lawfullness is never permanent but when equality and a rule of law is established, peace will preavail by itself.

So I believe the Maoist Leaders should not "shake their knees" and try to get an unconditional Constiuent Assembly. They should in no way lay their arms before the peace talks reach a conclusion.

It DOES make me sick when suspected criminals are let go without a trial. Who says crime does not pay. Everything pays in Nepal even crime. Now these guys are heroes for killing, which makes me sick.

Maobadis are political force, all right they do have more than 15,000 followers but that does not make them ABOVE the law. We are so much against monarchy being above law now why approve maobadis being above law and pardon them of any and all crimes.. this is sickening..

Government annuls all ordinances, other details

Kathmandu, 9 May: The council of ministers Tuesday annulled all ordinances issued by the previous governments from 19 Magh 2061 nearly two years ago, an official announcement said.

The cabinet also discussed the delayed cabinet expansion.

A judicial commission headed by retired supreme court justice Krishna Jung Rayamajhi to probe excesses by security agencies and officials during the seven party and Maoist opposition strike last month formally received its terms of reference from the government Tuesday five days after its appointment.

The commission should complete its work in two months after taking an oath office from the supreme court justice Wednesday.

UN under secretary general Samuel Tamrat delivered a letter from his secretary general Kofi Annan welcoming recent developments in Nepal.

Koirala and Tamrat discussed decommissioning of Maoists for election to a constituent assembly, radio reports said.

Even as Maoists declared a ceasefire last month, they continued money extortions from transport entrepreneurs in Panchthar and Taplejung, the Defence Ministry said.

Maoists also stole property from the house of Lamjung district development chairman Jiban Raj Bista, the ministry said.

Eight children swim to safety, other details [UPDATE]
Kathmandu, 9 May: Eight school children swam to safety when a tempo fell into the Chatara canal in Saptari Tuesday, Radio Nepal said.

Five other children are undergoing treatment at a hospital.

Thirteen children drowned in the worst accident of its kind in the country.

The steering wheel broke before the three-wheeler plunged into the canal.

Janamorcha Nepal on verge of split
Kathmandu, 9 May: Janamorcha Nepal, a seven- party constituent is on the verge on a split.

Thirteen rebels, including three members of parliament, accused party president Amik Serchan and Lilamani Pokhrel Tuesday of rank opportunist to join the government.

Chitra Bahadur KC, former leader of the parliamentary party with six seats in the House of Representatives and enough to form a separate group in the legislature, led the charge.

The split was imminent after the KC group came out against the 12-point accord between seven parties and Maoists in New Delhi.

Govt to suspend three security chiefs
Kathmandu, 9 May: Reliable sources said government is to suspend three security chiefs for excessive use of force during the movement, Mahanagar reports.

Government is to suspend Nepal Police IGP Shyam Bhakta Thapa, APF IGP Sahabir Thapa and Investigation Department Chief Debiram Sharma and hand them over to a judicial commission investigating excesses.

Government is not touching the Chief of the Army Staff.

Parliament meets Wednesday
Kathmandu, 10 May: Parliament meets later Wednesday amid suggestions by Rashtriya Janasakti Party Tuesday to the ruling coalition not to take political decisions on every issue.

The party headed by Surya Bahadur Thapa asked the government to move through the transitional phase under the constitution.

Prime minister Girija Prasad Koirala, CPN-UML general secretary Madhav Kumar Nepal and NC(D) chief Sher Bahadur Deuba Tuesday discussed a common concept on political issues to be presented to parliament.

They agreed to pass a political commitment and declaration through parliament.

They also agreed to consult lawyers to form an interim constitution to empower parliament.

CIAA clears Koirala

Kathmandu, 10 May: One day after the fall of the last government, CIAA decided to clear NC president and prime minister Girija Prasad Koirala of corruption charges.

Several days After his appointment as prime minister, CIAA chief Surya Nath Upadhaya, to suspend investigations as well.

Sources said Koirala ignored the news which by delivered by a team of the CIAA led by Upadhaya. The team visited Koirala at his residence.

Koirala sick, going to Bangkok for treatment [Excerpts]

Kathmandu, 10 May: The health condition of prime minister Girija Prasad Koirala is deteriorating and he is flying to Bangkok for 15 days.

Doctors are urging all to be serious because prime minister Koirala's health is deteriorating.

He is suffering from chronic bronchitis after suffering a fractured spinal chord during last year's protest movement.

He is on oxygen for two hours in the morning and evening.

Major issues have to be resolved before Koirala leaves for Bangkok for medical treatment.

New laws have to be enacted to replace annulled ordinances. Final decisions have also to be taken on a constituent assembly.

Because of the workload, demands are being made for the continuity of parliament. If parliament recesses, others will benefit.

For these reasons, parliament session could be extended.

Government has adjusted the 22-point code of conduct proposed by Maoists. Government has added a point money should not be collected forcibly and called for the free movement and reintegration of the displaced. Maoists said in their code of conduct free movement of medicine food grains will be allowed.

Final shape will be given to the code of conduct within one week.

Prime minister Girija Prasad Koirala, CPN-UML general secretary Madhav Kumar Nepal and NC(D) chairman Sher Bahadur Deuba held discussions yesterday.

They reached an agreement to until Sunday.

Yesterday's cabinet discussions centered on the violation by Maoists of fifth point in the 12-point accord between Maoists and the seven party alliance.

Government has objected to the Maoist extortion of money from industries and their free movement with weapons and combat dresses.

Maoists haven't yet released CDO Bodhraj Adhukari who was abducted and displaced persons have not been able to return to their homes.

Ministers yesterday expressed concern nobody condemned the shooting of a doctor and terrorization of professionals by persons in the name of Maoists.

Parliament to make special proclamation
Kathmandu, 10 May: Parliament, reinstated through a movement, is preparing to make a special proclamation addressing fundamental issues, Budhabar reports.

Senior leaders are holding serious discussions.

A working group of seven parties are holding discussions on a draft to keep the army under parliament, suspend the Raj Parishad and empower parliament.

Possibly, leaders of seven parties will finalize the draft today.

Kathmandu, 10 May: US ambssador James F Moriarty called leaders of eight student unions to the American Center 5 May and took interest on how Maoists will lay down weapons before elections for a constituent assembly, Jana Aaastha reports.

"What to do? We can't speak publicly. Maoists continue their attacks against us," Moriarty told student leaders.

He asked: " What is your opinion on the surrender of weapons by Maoists?"

Kathmandu, 9 May: Suresh Chalise has been appointed principal private secretary of prime minister Girija Prasad Koirala on the recommendation of Sujata Koirala, Rajdhani reports.

Sushil Koirala has objected.

Chalise has the status of a state minister.

Similarly, a group of robbers looted an estimated property worth one million Nepalese rupees in Bhakatapur.

Since the formation of the new government the capital city is turning out to be one of the most dangerous places of Nepal as the rate of crime is soaring profusely.

The administration of Central Secretariat located at Singha Durbar has also gone through the chains of turmoil as the new government seems unable to take its grasp in all parts of the nation as well as perform its administrative works.

My take has been, let Maoists have every opportunity for safe landing. Sometimes, we need to accept and work with bigger evil, to achieve even greater good. Let the ballots give the verdict, and if they win, they shall get chance to lead the nation. Enough destruction and mayhem - either ways, we as a Nepalese are losing.

Now the time is oppourtune, stop extortion, abduction and murder. Go for Constiuent Assembly and let people decide. Regardless of what people decide, it should be acceptable to all parties, including non-murders Maoists. I guess that's not too much to ask for.

Do not try and put a spin in the facts. THEY MURDERED PEOPLE !! FACT. Therefore there should be punishment. Not Gloryfying them like them pictures. Just because they are a political force does not exempt them from the LAW.
Yeah if you find the guilty parties for murder of the Mao's ......sure they shpuld be punished too.

WE CANNOT WIPE THE SLATE CLEAN JUST BECAUSE THEY ARE A POLITICAL FORCE NOW. EVERYONE SHOULD BE HELD ACCOUNTABLE.

Hey Indisguise,

What is you prerequisite to be a political force ? Should they surrender and accept whatever is given ? They are infact the dominant political force of this date because they are fighting for the people. There is not doubt that there have been some incidents but you should also consider the size of the party, distribution of its cadres, communication et cetera. Things like these can happen and happen everywhere. What about the Nagarkot incident, Belbari Incident, raping of girls of RNA ? like those (Maoist) incidents, these were also not planned or institutional. They were mistakes and you have to consider it, punishing the guilty is one aspect and condemning the entire people's war is another.

More than that what makes them a political force is their foresightedness, their commitment, their stand. Well I might not have been able to describe it precisely but why dont you ponder upon what changes have come since the beggening of the insurgency ?


Well I kindda misused the words. what I meant to say was that they were in state of war and they killed security force official, that's normal. If you really want everything as you have said, you should find out about all the 13000+ deaths and punish the guilty and believe me that way Nepal will never get on track. Remember Indisguise we are not in Norway or UK where everyone understands the regulations of war, we are the third world.

On your third question I meant what I said. The Maoists did not start their war with an intention to sit in peace talks and solve the problem they created and get into power, they started the war to uproot the government and if the peace talks fail that is wath they are going to try to do, however more voilence or time it might take. That is why it is not their responsibility, its the government's responsibility. Their coming to talks is a big thing.

About peace. What do you think there was peace before the insurgency started ? No brother there was no peace that is required, if there was peace in everyone's mind no insurgency would have begun. this is not the story of 10 years, it is the centuries old tale of discrimination and infliction. And we should haste for "peace", if we do, we should be prepared for face an even more tragic fight.

Ya I believe they shold fight untill their(they repersent the people) demands are met.

Well I was not implying the west, I was implying the urban population of nepal that enjoys the security and luxary of the urbanization. I know what do people form these places feel about the war. ALl they want si peace so that they can live safely, relish and revel, their relatives are safe and all that. They dont care what a poor Nepali is going through as long as they have safety.

I knwo you think this war is just a big pain in the ass but it is not, it is a war for equality and rights. Try thinking it from someone else's shoes. Dont just look for reasons to blame the Maoists.

I can pick half of your statements and give you bang on the buck "take this" arguments. But we are not Nepal's parliament. However, one comparatively irrelevant food for thought avowal I would like to make is, the prerequisite to be a political force, an entity may have N number of criterion, but how they put that in practice makes all the difference.

Let's just pray things work out better for Nepal. Much power to you and your kind.

Well you wont be able to deny the sun by just covering your eyes with your own hands. The truth is what the truth and I found you people to be very far away from the truth.

I agree that there have been extortions CPN-M cardres and that is bad but it seems that the only that you believe, they do is all that (killing, raping, looting, torturing, kidnapping et cetera). I fail to understand why dont you see the real substantial things, the changes that have been brought because of them. It is very easy to criticize than to actually work things out.

If you confine a cat to the preiphery of a cage and attact it, it is sure it will pounce back at you. This is natural. Nepalese people have been confined to poverty, discrimination, infliction et cetera and that is what compelled them to take arms. CPN-M was just a catalyzer. Till when would you expect them to tolerate all that?

What kindda peace are you talking about ? The peace that used to prevail in the Panchayt system ? It was certainly more peaceful in the Panchayat system but that was not peace, that was suppression. It was more "peaceful" during the Rana rule. So I assume you would like to get back to the Rana rule for the sake of "peace'?

Maoists have guns and they might have been or to be truthful, they are misusing it to some extenct but that is very low. One should not just get after small loopholes when big things are happenning.

And something I'd like to say is that only using explicit words in block letters is not going to deceive people to what you guys are believing.

Personally I condemn injustice by whosoever but all I want to say is that you should not go for small things when astronomically bigger things are possible.

Seems like noone is being able to get his/her idea to the others and I'm tiered of reiterating the same thing. So this is my last comment on this subject.

Time will show what is right and what is wrong.

Like Indisgise mentioned above, I too agree that most of the demands put forth by Maoists are genuine. I think all Nepalese understand that. But what I do not understand is the path they have choose to get to their goals. Violence should not be the path to achieve anything in life. If it cures anything, that thing will certainly have a short life span. And it certainly should not be used as an excuse or be excused.

Besides Maoists actions in the past years have brought a lot of confusion on what ground their ideology really stand. The kidnappings of young school children and throwing guns in their hands, extortion, threats, and many criminal activities against poor people are just a few examples of how they have hurt the same group of people they ought to be defending. And as it is always true that actions speaks louder than words and you are defined by your actions and not your ideas.

Using peace as a bargaining chip to let Maoists rule would be a grave mistake, and so far since the end of Jana-Andalon II, they seemed to have used it effectively against the political leaders. Let us not make the same mistake we made just a year ago. King G effectively, without much protest took over using the same chip. And we witnessed the consequences.

And lastly, remember how Hitler came to power and got away with every atrocities. Most of the European countries were deeply affected or in other words traumatized by the First World War as they were not so easy and quick like those during Napoleonic era; so they didn't bother much when Hitler started his ruthless campaign. And needless to say what followed subsequently.
