Injured NC lawmaker, activists airlifted to capital for treatment
Kantipur Report
KATHMANDU,
Feb 6 - 10 persons including Nepali Congress lawmaker Dilendra Prasad
Badu, who were injured in Maoist attack, were airlifted to the capital
Wednesday for treatment. The NC activists were injured in a clash
after the Maoist cadres tried to foil the NC’s village election
campaign at Latinath VDC in Darchula district on Tuesday. The injured were airlifted from Gokule, six-hour walk away from the incident site, to the capital this morning in a chopper. According
to Darchula Chief District Officer Yagya Raj Bohara, NC leader Badu has
received critical injuries in lower parts of his body and other
activists have been severely injured in the confrontation. The team of NC activists had reached Reel village to campaign for the Constituent Assembly (CA) elections. The Maoist cadres picketed the house of a local, Mohan Singh Dhami, where the NC team were having launch and attacked them. During
the scuffle, the Maoists torched 12 houses of the villages including
Dhami’s apart from looting a rifle, a pistol and a communication set
from the police, said police Inspector Amar Bahadur Bom.

Maoists revive Revolutionary People’s Council
Kantipur Report
KATHMANDU,
Feb 6 - In a surprising turn of events CPN-Maoist Wednesday announced
that it would revive the United Revolutionary People’s Council (URPC)—a
wartime structure it had dissolved a few months back-- to address the
problems face by the general public. The URPC, the self-claimed
Maoists’ parallel governing mechanism, was in function alongside the
state governance during over a decade-long armed conflict. According
to Maoists, the URPC will resolve the problems faced by the people and
supporting the infrastructure development as the local bodies could not
be restructured as per the Comprehensive Peace Agreement and the
Interim Constitution. The URPC central committee meeting held Monday and Tuesday took the decision. However, the former rebels have claimed that the URPC will not be a “parallel government”. The
Maoists have also decided to launch an integrated election campaign,
mobilising the people and consolidating the party’s base as parts of
its election programmes starting February 14. Similarly, the
Maoists will be running a “model programme” for “model integrated
development programme” in every village and municipal center of its 11
autonomous republican state and two sub-states. Following a
series of central committee meetings from July 31-August 15 last year,
the Maoists had decided to divide Nepal into 11 main autonomous states:
Seti-Mahakali, Thauruwan, Bheri-Karnali, Magaraat, Tamuwaan,
Tambashaling, Newa, Madhesh, Kirat, Limbhuwaan and Kochila. While the
Madhesh was further divided into Mithila, Bhojpura and Awadh sub-state
committees. The party had also decided to form five new central
bureaus to replace the six wartime commands while Maoist Chairman
Prachanda was handed over the charge of the Maoist army bureau along
with its youth front, Young Communist League (YCL), afterwards. The latest central committee meeting of the party also restructured the URPC central committee. Maoists
leaders Communication Minister Krishna Bahadur Mahara and Local
Development Minister Dev Gurung have been appointed joint-coordinators
in the 37-member council led by Dr. Baburam Bhattarai, the party
release stated today. On February 4, the SPA steering committee
had decided not to set up a new mechanism to run the local bodies
before the CA elections so as to create an environment to step up
dialogue process with agitating parties and groups in Terai.

Nepal Maoists activate 'parallel government' 6 Feb 2008, 1712 hrs IST,PTI
KATHMANDU: The Maoists in Nepal have "activated" their feared United Revolutionary Peoples Council that acted like a 'parallel government' and operated kangaroo courts in the areas controlled by the former rebels during the decade-long insurgency in the Himalayan state.
"Since the local bodies have still not been re-constituted according to the agreement among the seven political parties, the people's government has been activated to resolve the problems faced by the people in the district and local level and extend help in development related works," said top Maoist leader Baburam Bhattarai, the convener of the United Revolutionary Peoples Council (URPC).
Maoist Communication Minister Krishna Bahadur Mahara and Local Development Minister Dev Gurung have been appointed as joint-coordinators of the council, a statement by the Communist Party of Nepal-Maoist (CPN-Maoist) said.
The Maoist 'people's government', which was functional in villages and district level and operated as 'parallel government' undermining the state authority during the conflict, had been dissolved following the inking of the landmark Comprehensive Peace Agreement (CPA) between the mainstream political parties and the Maoists in November 2006.
The meeting of the URPC of the CPN-Maoist, which was presided over by chairman Prachanda on Tuesday, also decided to start "model joint development projects" in 11 'autonomous state committees and two sub-committees'.
Though the former rebels have promised that the URPC will not be a parallel government, it comes in the backdrop of repeated threats by the Maoists to operationalise their kangaroo courts and local authorities to step up pressure on the interim government to accept their demands.

Good Job Maoists. This will be the reason for the another postponement of CA election. It is their downfall. Where in the Earth, you can be in government, and you also run another parallel "illegal" government. By this parallel government, the SPA is not hurt much, because they had no government, but it hurts people, and when people get hurt, the Maoist's ballot get hurt, and Maoist knew it. So, why are they doing this? One, their cadres in villages may be suffering from money scarcity, so that this will allow them to collect "voluntary" tax, two, a way to legitimitize the YCL/Maoist atrocities in villages, so that government can speak nothing, and third, to avoid YCL/Maoists being prosecuted because they are running government. Who will aceept it? Did ever Maoist care about public opinion in a democratic setting? Nope, Prachanda wants to be new Junga Bahadur, and bring "NEW" adhinayakbad. So, CA election is just a way to engage Nepali People in hope, and ultimate destination is to grab power by hook and crook. Now, is the time for Nepal Army to back a civilian government (anything minus Maoists) and bring peace and order. Maoists are the cultprit of all evil problems in Nepal.

Please wait and watch Prachanda's comment on the injuries of NC cadres in Darchula. "We will investigate the truth. We will punish the culprits if anyone in our .... is found guilty. Our policy is clear, not to attack anyone in the current SPA syndicate." Prachanda..... A week later, Prachanda may release another notice: "We have taken strict action against those culprits.". Second week later, if you ask him what action did you take, Prachanda will reply: "We have already discussed enough in this topic. There is no need to talk in this topic. Some one is trying to BADNAM us."

Police raid YCL central office in capital
Kantipur Report
BALAJU,
Feb 6 - After the police raid at the Maoist youth-front Young Communist
League’s (YCL) central office located at Balaju in the capital
Wednesday evening, the capital was tensed for at least three hours due
to the demonstrations by hundreds of YCL cadres. After the raid at
their office located inside the Balaju Industrial Estate in Kathmandu,
the enraged YCL cadres demonstrated and obstructed major parts of the
capital by burning tires. The police used force and shot couple
of tear-gas shells while trying to bring the situation under control as
YCL cadres clashed and pelted stones at the police personnel deployed
at the area. The police had asked the YCL to vacant the office
while the latter rejected the demand and said they were ready to go for
confrontation instead. Around 300 YCL cadres were reported to be
inside the office premises while police personnel were also deployed
both within and outside the office. After discussions over the
issue between the YCL central committee leaders and some senior police
officials inside the YCL office, the police returned from the office. The situation gradually returned to normalcy following the police withdrawal. The
latest police raid coincides with the CPN-Maoist announcement to revive
the United Revolutionary People’s Council (URPC)—a wartime structure it
had dissolved a few months back-- to address the problems face by the
general public. The URPC, the self-claimed Maoists’ parallel
governing mechanism, was in function alongside the state governance
during over a decade-long armed conflict. Meanwhile, the YCL cadres had abducted three Nobel Academy students from their hostel in the capital this afternoon. Bidhan Chunara, Bipin Khatri and Suman Shrestha were abducted from the hostel. Issuing a statement, Nepali Congress has condemned the abduction and demanded safe release of the three.

YCL debacle: Prachanda threatens to quit govt; YCL organises protest against police raid
A
day after the police raid at the Young Communist League (YCL) offices
in the Kathmandu Valley, Maoist chairman Prachanda has warned that his
party would opt out of the government if the election to Constituent
Assembly is not held on the stipulated time as a result of such
incidents.
“It
will be meaningless to continue to be a part of a government that can’t
hold the election,” Prachanda said speaking at a programme organised by
Maoist aligned Revolutionary Journalist Association in Surkhet
Thursday.
Prachanda also said that the 'Dharchula
incident', in which Nepali Congress leaders and activists were attacked
by YCL activists, and the police raids at YCL offices in Kathmandu
after that “shouldn’t be viewed as similar incidents” and that both
these incidents were deliberately staged to provoke the Maoists.
He
also made it clear that the people’s revolutionary council that was
revived on Wednesday would not engage in collecting donations or taxes
like in the past.
Toeing Prachanda's line, senior
Maoist leader C.P Gajurel today advised against taking the peoples’
revolutionary council as a “parallel government”, saying that it would
only mobilise its resources to make the Constituent Assembly election a
success.
Flaying the government for raiding the
YCL central office Wednesday evening, Gajurel claimed that the police
were now going out of the hand.
However, two
other big parties, the Nepali Congress (NC) and the CPN-UML, aren’t
buying the claims that revolutionary councils have been revived across
the country to help in the CA election as claimed by Maoist no.2 leader
Dr Baburam Bhattarai.
The two parties reacted
strongly to the Maoist decision to revive the council, describing it as
violation of the peace agreement.
NC leader Dr
Prakash Sharan Mahat and UML leader Rajendra Pandey, who are members of
the SPA taskforce formed to suggest a way to reactivate the local
bodies, said the decision to revive the council was "against the
comprehensive peace accord."
"I have not gone
through the text of the decision, but if that is true it is against the
peace process and spirit of the constituent assembly election,” Mahat
said.
Similarly, Pandey said the Maoist decision was against the peace accord the Maoists had signed.
Chief
of the UN Mission in Nepal (UNMIN) Ian Martin said the revival of the
URPC by the CPN-Maoist would be a breach of the Comprehensive Peace
Accord which said that the parallel government the Maoists would be
dissolved.
In another development, the YCL organised rallies and mass meetings on Thursday to protest the police raid at its offices.
Addressing
a protest gathering at Ratnapark, Maoist leaders claimed the raid was
an attempt to foil the constituent assembly election scheduled for
April 10 by provoking their party.
YCL chairman
Ganesh Man Pun claimed that national and international forces that are
trying to save monarchy in one form or the other have been trying to
put obstacle on the CA election process.
Chief of
the party's Newa state Hit Man Shakya said the Maoist cadres could take
the capital city under control had the police prolonged the raid at YCL
offices last evening.
Similarly, organising a
press conference earlier today, the YCL sought clarification from the
office of the prime minister regarding the police raid and demanded
resignation of the home minister.
Police teams had raided the YCL offices in Kathmandu, Lalitpur and Bhaktapur, but didn’t find any weapons. nepalnews.com ag/ia Feb 07 08
