Thnx frd, So it means if we have project then only we have to pay tax rite, if we are out of project we don't have to pay, so i don't I have to pay form oct 1 rite.

Well technically they will still have to pay you during your bench period i.e. during the time you don't have a project. So once you start you will be paying taxes regardless whether you have a project or not because you will be getting paid. If they stop paying you then it will be a violation of the regulations.

SONE,
What does H1-B visa means? Working visa correct? If I am not mistaken. So, in order to be on status you have to work and when u work in US, u have to feed uncle Sam. Bottom line, after your H-1B period starts you have 60 days grace period to find job and all. You will be exempted from taxes during this time but after 60 days your employer has to run ur payroll, either you get job or not.
Get details from lawyer, again what do I know?
