Hi guys do you know that after applying I 130 for the spouse here, the spouse in Nepal has any chance to get F1 visa?

yes, I have one friend he and his brother got F1 visa even their parents are here with Green Card. Their parents were in USA before they got F1 visa.

This is for a friend of mine, his main concern is after filling I-130 here for her 1 year ago is there any chance to F1 visa for her. Do you know any lucky person?
