What is going on in Hisila's office these days? Her recent activities dealing with the ADB on the Melamchi Project say she is on the route 180 degree apart from the route she was on few weeks ago. She is not talking same as what she used to talk just a couple of weeks before. Such a rapid and dramatic change hints some serious problem with her. She was wrong in the past to exhibit her rigid character proving herself very childish in leading a development project. Any steps in the direction toward correcting those mistakes should be appreciated. But the way she is correcting herself right now seems very abnormal to me. I can't stop laughing at her after reading the news on her recent moves. She wrote to ADB that her office and herself is ready to be flexible as much as ADB wants - hey what is this? Isn't this a complete surrender? Hey, maoist think tank, are you advising her to do this? : what are you doing with this educated minister? Are you making her fool or she decided to prove herself fool ? She has talked a lot after ADB scuffle, raised many public issues, and talked a lot about alternate plans and blah blah. What happened to all those issues and plans? Is she consistent with her own opinion yet? Is she confident enough on what she is doing now is according to her thoughts? Does she not need to clear out the questions raised by herself as the top executive officer before making a U turn in her policy? I am not getting answers right here. I had argued before that Yemi might have turned out to be a war veteran - who lacks ability to be productive despite bagging academic qualification and expertise. To place a war veteran in public service and in decision making position could be fatal because they are not mentally healthy people even though they look quite normal. Yami's lost confidence on herself display the similar phenomenon because her thoughts, talks and beliefs are not in-line with her acts.

Does anyone know how much homework is done for the so-called ambitious program the government launched today? Is there any detailed plans, economic workouts, technical analysis and feasibility studies ? or they are just some baseless thoughts launched for covering up the almost failure case of Melamchi as Chakku said. It is not difficult to throw out baseless ideas and unpractical vision. I can do that in 15 minutes for fun. I have a funny experience to share with you. I was in way back to KTM from Chautara. At Dolalghat I met Govinda Upreti , two (or three?) time elected MANANIYA from Kavre-district. Upon his strong request, I could not avoid a short travel with him in his JANATAAKO PAJERO to a village at about 30 minutes drive + 30 minutes walk distance. He already had a considerable size of mass around us and he started his speech in his usual style of loud and appealing voice. ल कमरेडहरु, मैले अस्ति तपाइहरुलाइ भन्याथिए नि म काठमाण्डुमा गएर यहाँ बाटो बनाउने कुरा गर्याथिएँ भनेर । उताबाट सरहरु आउनु भएको छ । मैले ऊ त्यो डाँडाको टुप्पादेखिन ह्याँ हेरी यो डाँडा सम्मन र ह्याँ देखिन ऊ त्यो बेसि सम्मन बाटो चाहियो भनेर माग राख्याछु । त्यो बाटो हेरी यै गाउँबाट तलतिर जसरी नि झार्न पर्छ भनेर मैले भन्देको छु । त्यल्लाइ प्राथमिकतामा पारेर आर्को योजनामा जसरी पनि हाल्न लगाउनलाइ मैले ह्याँ सरहरुलाइ फिल्ड देखाउन ल्याको छु । ह्वाँ सरहरुलाइ अहिले हतार पनि छ, धेरै कुरो अहिले गर्न भ्याउन्न । हामी ऊ माथिदेखि हेर्दै हेर्दै उता तलतिर सम्मन हेरेर जान्छौ । त्यसपछि सर्भे गर्नलाइ अर्को टोलि ह्वाँ सरले पठाउन हुन्छ रे । .............. It was so funny. I did not know his plan until I reached among villagers. He just used me to show a stranger face and fooled the villagers as I know I was not there for the purpose he described. He didn't give me any chance to talk with local people. Thank god there was no journalist present at the scene, otherwise, his bullshit talks might have been floated on newsmedia as of a visionary program and so on. He was defeated in his next election (which is the norm of democracy that filters out a bad-leader) I wish, the long list of program launched today by the government is not for the purpose of fooling public mass.

ashuji, I am a bit surprised that you think I was resorting to ad hominem attacks. If you have ever talked with Gopal Chintan or Gyawali (I think you definitely have), you will find that their talk is mainly full of personal attacks and emotional, baseless plans. Even in this thread, I feel that I have written sufficiently more than anti-Melamchi guy who couldn't even write the name of a person properly. Rahulbhai: I am pretty sure the man being talked about doesn't exist. The writer doesn't know who the hell he is talking about.:) Ani, I always think it is funny when people say ," oh, gee, why do we need foreign project? we nepali can do itself!" In the name of Nepali people, they are just involved in 'aafnai duno sojhyaaune', something similar to the grand tradition of Shah bamsha which invoked 'lok sammati' and prachanda who always invokes 'janata, jana andolan'. Funnily enough, all these groups can never win election.

Its not about being for or against big projects. The crock of the matter is, the government lacks balls when negotiating with ADB, Worldbank, or the foreign investors. And most of the time the corrupt beaurocracy and the leadership is working in the investors interest. This is a truer fact than claiming that Ratna Sagar, Deepak Gyawali are Indian puppets. -PPA's done with foreign companies are done with ever increasing US$, for which Nepali people have to pay higher prices. - Do you think we will still be alive when SMEC will build the 2nd power plant. Notice how they changed the understanding after 10 years they didn't start the project. You know the SMEC deal which I don't have to explain. - After promissing that there will be no further PPA in US$ after the loss with Bhote Koshi, there is another project funded by the Chinese and Nepali counterpart Laxman Babu Shrestha (the Manakamanu Cable car mogul). - What about Mahakali Treaty? Was it not the ex DPM KP Oli who claimed Kharab would be earned after the treaty. What has happened till today? - Madhya Marshyangdi, Kulekhani projects, all these big projects are pet projects of the Royals in the past. Projects to fund their palaces. Its so easy to say this in similar manner people claim Gyawali and Chintan to be Indian puppets. - Did you hear about this Indian company with same address but different company names that has been issued 7 licenses for big projects. As I said earlier, its not about "anti bikash", because its so easy to label someone with that. I can say the same thing about people who sell so cheap to the foreign lords. I have already said that bigger projects invested by big foreign companies are probably better for Nepal, if Nepal can negotiate for the benefit of Nepal. Bigger foreign companies can definitely negotiate better with India than our government or Nepali investors for that matter. But smaller projects can be encouraged for Nepalese entrepreuners with better guidelines.

International Companiesलाई आंखा चिम्लेर समर्थन गर्नु पर्छ र विदेशी कंपनीलाई प्रश्न गर्यो भने बरबाद हुन्छ भन्नेहरुको नमुना हेरौं । मैले भने जस्तै नेपालका कर्मचारीहरु विदेशी कंपनीकोलागि काम गर्छन भन्ने नमुना यहां प्रस्तुत छ: CIAA files graft case against NRB governor, executive director Kantipur Report KATHMANDU, June 29 - The Commission for the Investigation of Abuse of Authority (CIAA) on Friday filed graft cases in the Special Court against Nepal Rastra Bank (NRB) governor Bijaya Nath Bhattarai and executive director of the NRB’s Bank Financial Institutions Regulation Department Surendra Man Pradhan for serious financial crimes. The police today arrested Pradhan under the CIAA’s directive and presented him before the court. Following the case filing, Bhattarai and Pradhan have automatically been suspended from their respective posts. The CIAA has charged the duo of embezzling Rs 195.319 million that Nepal had received in foreign aid for financial sector development. NRB had handed over the responsibility of the Financial Sector Reform Programme to an American company IAF a year ago with an agreement to provide Rs 19 million to the latter. A CIAA investigation has revealed that the IAF had breached the contract by leaving after working for just around a month. During its one-month tenure, IAF had already received $6.8 m from NRB. In the case filed today by CIAA, it has claimed that NRB should have compensated the amount that had already been channel to IAF during its one-month stint. According to sources, the case was filed against the duo after they failed to demand legal compensation to the tune of over Rs 24 million following a breach of contract agreement by IAF that had also produced documents of another Sri Lankan company KPNG while signing the contract. CIAA also informed that IAF had produced forged documents on behalf of KPNG and alleged NRB to have turned a blind eye to the forged documents. Earlier, CIAA had also investigated governor Bhattarai for misusing funds belonging to the state during the April movement. CIAA had also summoned governor Bhattarai on June 24 and had issued a notice putting him on the list of ‘absconded persons’ as the latter failed to produce himself before CIAA. The CIAA today filed the case against the two as per the Corruption Control Act 2059 for abusing authority and incurring financial losses to the NRB. The charge carries a maximum penalty of a two-year prison sentence or calls for the perpetrators to return the claim amount themselves. But, later in the evening governor Bhattarai was spotted at the Finance Ministry premises. According to sources, Bhattarai was attending a meeting with Finance Minister Dr Ram Sharan Mahat. हिजो वहस कार्यक्रम हर्ेर्ने मौका पाएको थिए । सर्न्दर्भ मेलम्ची नै थियो । आगन्तुमा मन्त्री महोदय हिसिला यामी पर्ुव मन्त्री गोपाल मान श्रेष्ठ अनि पत्रकार विजय थापा थिए ।कार्यक्रम वाट के थाहा पाइयो भने सन २०११ मा आउने मेलम्ची अव सन २०१५ भन्दा अगाडी आउने रहेनछ ।त्योमा पनि मन्त्री यामी लाइ अझ सम्विधान सभा चुनावको भुतले सताइको रहेछ । उहाको तर्क के थियो भने मेलम्ची भन्दा सम्वीधान सभाको चुनाव महत्वपर्ुण्ा छ । अर्को व्यवस्थापन करार मा दिने विषयमा ६ करोड वचाउने वा के चक्करमा अव २ अर्वको पुन व्यय भार वढने रहेछ । अनि अरु मा जस्तै माफिया पानी पनि रहेछन । जस्केा उदेश्य कुनै हालतमा मेलम्ची आउन नदिने । हामीले कराएर के गर्ने धारा को पानी को साटो मिनरल वाटर पुगि हाल्छ सत्तामा रहनेलाइ कनि केको लागि हामी वेकारमा मेलम्ची भनि कराउनु ।

After seeing Bahas in Nepali tv I am now sure this Hisila yami is a S**t neta. She still tries to defend everything when even she knows she did wrong which we could clearly see from her face and her answers. When other kept on talking she just had a nevrvous smile. I liked the way Indra Lohani the presentor of Bahas took her to the cleaners.

I have not followed the intricate debate about the Melamchi Project besides what's written in the KTM Post and Nepalnews.com. Unfortunately, those are newspapers and only report facts rather than provide detailed analysis. It is obvious that Ktm desperately needs water. What was Prithivi Narayan Shah thinking when he fell in love with "Nepal"? People say he was far-sighted and his "Dibya Upadesh" seems to validate that claim but obviously he didn't anticipate that the population of Ktm was going to explode over the next 3 centuries and Bagmanti & Bishnumati water won't be enough to sustain the demand. The current supply meets only 1/3rd of 270 million demand. Melamchi's 170 million liters would alleviate the shortage but again 50 years hence the problem will arise. To me Melachmi was a no brainer. Given the geographical location of Ktm, bringing water was going to be expensive. Somebody has to pay for it and pay a premium to say someone living in Pokhara. But the question was who? To me the obvious answer is you pay for what you consume. Of course there are ethical issues surrounding given that water is a necessity not a a luxury but that could be solved through appropriate policies such as subsidy/rebate to low-income households and asking rich folks in Ktm with banglows and gardens to pay super-premium prices. It seems that the opposition to Melamchi centered around couple of issues, 1) Mis-management. The original cost of the project was around $460 million, later reduced to $350 and that raised eye-brows. This is probably the MOST valid point. Given the history of governance, it is very hard to trust Nepalese politicians and officials without proper checks and balances. Civil societies (NOT NGOs because they have vested interest) could play a role. 2) Debt burden to the government. Supposedly 65% of the cost was loans that future generations of Nepalese had to pay back. Again a valid point given Point (1). But I won't be too worried. There is a tendency to forgive debt every 15-20 years :) 3) Giving Severn Trent monopoly over water supply in Kathmandu instead of local businesses. I think, Severn Trent should have been required to partner with a local business. We should always give local businesses a role because Severn could simply leave the country, which give it a lot of leverage. 4) Secrecy. Supposedly, ADB withheld important environment and cost impact reports. This is not a valid point. In the process of development some people are going to suffer but they have to be adequately compensated. Remember, the road-building that’s happening at rapid pace throughout the country has destroyed farmlands and villages and none of the farmer/villages have been adequate compensated. Every country has “Eminent domain†laws that look at public interest and Nepal should too (of course, with proper checks & balances) 5) NGOs wanted alternatives to Melamchi such as rain water harvest. This is the most ridiculous point. Shows that NGOs have vested interest in keeping Nepal undeveloped so that they can perpetually "help the country develop".

डा. महत र तामाकोसी विकास थापा लागतअनुसार मूल्य समायोजन गर्न नसक्दा बजारमा पेट्रोलियम पदार्थको अभाव सदाबहार समस्या भएको छ । अर्थ मन्त्रालयले तेल आपूर्ति गर्न आयल निगमलाई वर्षको ५ अर्ब रुपैयाँ अनुदान दिइरहेको छ । मासिक २५ करोड रुपैयाँ घाटा खाएर पनि सरकार र राजनीतिक दलमा चेत आएको छैन । मानौं यो घाटा उनीहरूको सरोकारको विषय होइन । अर्थमन्त्रीले तेलको मूल्यवृद्धि विकास बजेट कटौती गर्नुपर्ने अवस्था आएको उल्लेख गरेका छन् । तर तिनै अर्थमन्त्री विदेशी मुद्रा तिरेर आयात हुने तेललाई विस्थापन गर्ने स्वदेशी ऊर्जा जलविद्युत्मा अनुदार देखिएका छन् । महतलाई राम्राेसँग थाहा छ, आयल निगमलाई बर्सेनि दिने अनुदानले ३०९ मेगावाटको माथिल्लो तामाकोसी निर्माण गर्न सक्छ भन्ने । थाहा नपाउनु अर्काे कुरा हो । थाहा पाएर पनि बुझ पचाउनु बेइमानी हो । यही बेइमानी देशको अर्थ मन्त्रालयले गरेको छ । माथिल्लो तामाकोसीलाई १० अर्ब रुपैयाँ इक्विटी भए पुग्छ । आयल निगमलाई दिने तीन वर्षको अनुदान सरकारले विद्युत् प्राधिकरणलाई ऋण, त्यो पनि वाषिर्क ८ प्रतिशत ब्याज असुलेर, दिएमा ऊर्जाको संकट यति तीव्र नहुने अवस्था छ । प्राधिकरणलाई अनुदानमा आएका विदेशी सहायतालाई ऋण बनाएर दिने सरकारले अरू कम प्राथमिकता प्राप्त क्ष्ाेत्रबाट बजेट कटाएर किन दिन सक्दैन भन्ने प्रश्न उठेको छ । विदेशी कम्पनीलाई जसरी पनि माथिल्लो तामाकोसी दिन कतै यो खेल रचिएको त होइन भन्ने आशंकालाई महतको यो कार्यशैलीले मलजल गरिरहेको छ । किनभने माथिल्लो तामाकोसी र आयल निगमको अनुदानले मात्र होइन पश्चिम सेतीजस्तो विदेशीलाई बिजुली निर्यात गर्ने आयोजनामा महतले लगानी गर्ने निर्णय गरेका छन् । एसियाली विकास बैंक -एडीबी) सँग चीन र भारतजस्ता आर्थिक वृद्धिशाली मुलुकले लिने चर्काे ब्याजदरको व्यापारिक ऋण लिएर सरकारले पश्चिम सेतीमा साढे चार करोड अमेरिकी डलर लगानी गर्दैछ । आपmनै देशको, त्यो पनि अहिलेसम्मकै सस्तो, आयोजनाका लागि डा. महतले सार्वजनिक रूपमै भन्ने गरेका छन्, 'सरकारले जलविद्युत्मा लगानी गर्दैन, किनभने जलविद्युत् अब सामाजिक क्ष्ाेत्र होइन व्यापारिक वस्तु भइसकेको छ ।' महतको यो द्वैधनीतिले विकास निर्माणको प्रमुख पूर्वाधार जलविद्युत्ले प्राथमिकता पाउन सकेको छैन । जबकि यही वर्षको हिउँददेखि देशभर दैनिक १० घन्टाका दरले लोडसेडिङ हुँदैछ । विद्युत् ऊर्जाको अभावमा देशले राजस्व आर्जन गर्न सक्दैन, आर्थिक गतिविधि र जनजीवन नै ठप्प हुन्छ । तामाकोसीलाई सरकारले ऋण नदिएरमात्र रोकेको छैन, नेपालको प्रमुख वित्त संस्था कर्मचारी सञ्चय कोषसमेत अर्थ मन्त्रीको इशारा पर्खेर बसेको छ । ५५ अर्ब रुपैयाँभन्दा बढी सञ्चय गरेर बसेको कोषले माथिल्लो तामाकोसीमा १० अर्ब ऋण प्रवाह गर्न पनि महतकै आदेश पर्खेको देखिन्छ । किनभने महतले सार्वजनिक रूपमै प्राधिकरणजस्तो धराशयी र अक्ष्ाम संस्थालाई ग्यारेन्टी बस्ने कुरा आउँदैन भनेका छन् । उनले सक्षम संस्थाका लागि ग्यारेन्टी बस्नै पर्दैन भनेर पन्छिने पनि गरेका छन् । सञ्चय कोष ऐनले स्वायत्त भए पनि सरकारी इशारामा चलेको देखिन्छ । जबकि माथिल्लो तामाकोसीजस्तो आकर्षक र लगानी नडुब्ने अरू कुनै क्ष्ाेत्र हुनै सक्दैन । त्यसमाथि प्राधिकरणले लगानी ग्यारेन्टी गर्न आपmनो विद्युत्गृह नै कोषको नाममा लेखेर दिने भनिसकेको छ । उसको ब्याजसमेत छुट्टै खाता खोलेर नियमित भुक्तानी गर्ने प्रतिबद्धता जनाएको छ । अर्थमन्त्री भन्छन्- 'तामाकोसी प्राधिकरणले नै कि बनाउनुपर्यो, मुसो कालो वा खैरो जस्तोसुकै बिरालो मारे भैगयो ।' तर प्राधिकरणलाई यो अवस्थामा ल्याइपुर्याउन महत र उनको दल पनि उत्तिकै जिम्मेवार छ । खिम्ती र भोटेकोसीको सम्झौतामात्र होइन, विदेशी मित्रराष्ट्रबाट प्राप्त अनुदानलाई ऋण बनाउने, तिनका सर्त जति मान्न लगाउने, ग्रामीण विद्युतीकरणमा समेत ब्याज असुल्ने, रोयल्टी तिर्न निजी क्षेत्र र प्राधिकरणलाई भेदभाव गराउने जस्ता विभेदकारी नीति अद्यापि छ । यी नीतिगत सुधार गरेर पनि प्राधिकरण घाटामा गएको हो भनेमात्र डा. महतले भन्न मिल्छ । अहिले डा. महतकै कारण माथिल्लो तामाकोसी विदेशीका हातमा जान लाग्यो भनेर आरोप लाग्ने गरेको छ । यो आरोपबाट मुक्त हुन उनले सञ्चय कोषलाई ऋण दिनबाट रोक्नु भएन । आयल निगमको घाटा पूर्ति गर्न पेट्रोलियम पदार्थको भाउ बढाएर उसलाई दिने अनुदान प्राधिकरणलाई ऋण दिनुपर्यो । यति पनि गर्न नसके पश्चिम सेतीलाई जसरी राज्यले लगानी गर्यो, त्यसैगरी प्राधिकरणलाई स्राेत जुटाइदिनुपर्यो । अर्थ मन्त्रीले यति गरे भनेमात्र उनीमाथि लाग्दै आएको स्वदेशी पुँजी परिचालन विरोधी 'ट्याग' हट्नेछ ।

Good point by Bikash Thapa against Mahat's inconsistent and short-sighted policy, but I doubt if all the statistics Thapa presented here is true and the motivation of the article is in good faith. तेल आपूर्ति गर्न आयल निगमलाई वर्षको ५ अर्ब रुपैयाँ अनुदान + मासिक २५ करोड रुपैयाँ घाटा >> seems a lot of extra cost there in petroleum, but they are the expense of government for immediate public needs. Piping this amount to Hydropower will benefit people but only after several years. Due to poor stability of political scenario, none of the political leaders want to think about long-term solution. For them pain-killing medicines are enough than the proper treatment. One more point, this kind of article appears only when the petroleum price hikes up. When the international petroleum price goes down, the Oil Corporation of Nepal makes huge profit but neither the market price goes down nor people talk about the profit in petroleum business. This is weird.

पहिलो कुरा त मेलाम्चि तुहाउने खेलमा फेल हुनु भयो, हिस्सि न परेकी हिसिला जी। मेलम्चीबाट ए डी बी ले हात झिक्ने चेतावनी दिने बित्तिकै हाम्रा जंगली मन्त्री महोदयले मेलम्चीको बिकल्प खोज्छौ, जसरि भए नि पानी ल्याउछौ तर उक्त ठेकेदारलाई संस्स्थानको ब्यबस्थापन जिम्मा दिदैनौ भनेर त्यही मन्चबाट् बोलेकी थिइन। प्रधान मन्त्री गिरिजाबाबु र अर्थ मन्त्री डा महतको दवाबमा मन्त्रीपरिषदबाटै बैंकलाई पुनर्बिचार गर्न अनुरोध गर्ने निर्णय भएको थियो। अब यसलाई हिसिला को जीत हो कि हार् तपाई आफै छुट्याइनुस्। जीत त तिर्खाएका काठमाडौ बासि को भएको छ। हार तुच्छ स्वार्थमा प्रेरित बिबेकहिन राष्ट्रियताहिन नकचरो हरु को भएको छ। हालै आएको एडीबीको मिशन ले शर्त परिवर्तन बैंकले मात्र गर्न न मिल्ने र संचालक समितिको को निर्णय गर्नु पर्छ भनेको छ। अब रिपोर्टस् क्लबमा आएर यसैलाई मख्ख पर्दै( शायद गल्ती महशुस गर्दै) ग्रीन सिग्नल भन्नु भएको छ। ग्रीन सम्म त भनिहाल्नु हुन्छ हुदैन, हिसिलाले जानुन् तर अझै धेरै बाधाअड्चन् बाकि छ, तिनैका चेला वाइ सी एल बाट्। निजी ब्यब्स्थापनबाट् डराउने कामचोर कर्मचारिबाट्। त्यसै त बिभिन्न बहानामा ढिलाभै सकेको आयोजना अझै ढिला हुदैछ, त्यसमा नि मख्ख परेकी छन्। यो गर्मिको सुख्खा याम अनि चर्को घाममा काकाकुल काठमाडौको पीडा के थाहा हिसिला जीलाई। ३ दिन बिराएर, रातको २ बजे पानी झर्ला कि भनेर धारा कुर्नु र हावामात्र झर्नु को मानसिक यातना जंगलमा बिताएका क्षण भन्दा कम त्रासदिपूर्ण हुदैन, का बाबुराम जी, अनि हिसिलाजी। तै पनि नया नेपालको सपना बेचिरहेछन् र सोझा जनतात्यहि सपना देखेर निदाइरहेकाछन्। अस्तु१

thik bhannu bho, rahulbhai bro. These days if I hate two kinds of people most, then they are royalists and terrorists. Ti dubai janataakaa mahaashatru hun, sabailai chetanaa bhayaa. Maoists might have gone to the govt, but their brothers/stepbrothers in madhes are doing exactly the same thing, according to CK Lal, those terrorists in Madhes still call themselves Maoists. Their modus operandi is same. What a shame.
