As long as your PERM / I140 goes through you should be fine. But you will have a hard time getting your PERM through based on Eb3 / EB2. Its not based on industry but your position. If you meant chef / cook as a job , I would say no you cannot. But then you can work for Macdonalds(food industry) as an engineer and qualify.

You should have a relevant degree that match with your current job otherwise chances of getting RFE are high.
