Updates from Reuters Nepal capital's streets empty, troops patrol Thu Apr 20, 2006 3:23 AM BST By Gopal Sharma KATHMANDU (Reuters) - Nepali police and troops patrolled deserted streets of the capital Kathmandu on Thursday as a curfew imposed to block a massive anti-monarchy protest went into effect. All roads of the city of 1.5 million were empty of traffic, residents said. Police pickets had been set up at every major intersection and troops were on patrol, they said. "I can't even see a dog on the street," said Manohar Acharya, a resident of the New Road business district. Despite warnings that violators will be shot, activists have vowed to defy the curfew and bring hundreds of thousands of people onto the streets. But there were no signs of any protests early in the day. "To protest peacefully is the fundamental and natural right of the people," said Krishna Prasad Sitaula, a senior leader of the Nepali Congress, the country's biggest political party. "The ban and curfew orders are undemocratic and unconstitutional. We will disobey and will hold our peaceful protest programme." Unlike previous times when curfews were imposed, journalists too have been told to stay indoors. It came into effect at 2 a.m. (2015 GMT Wednesday) and will last until 8 p.m. (1415 GMT). "Residents are urged not to come out of their premises and security forces could shoot curfew violators," a government statement issued on Wednesday evening said. At least eight people have been killed and hundreds wounded in police action against demonstrators since a seven-party alliance launched crippling protests against King Gyanendra 15 days ago to demand the restoration of multi-party democracy. Tens of thousands have attended protests every day in Kathmandu, but many more have demonstrated in district towns. A general strike, part of the campaign, has prevented the movement of goods and people across the impoverished landlocked nation. The parties have called for mass rallies on Thursday and have predicted hundreds of thousands will attend. The latest deaths came in the town of Chandragadi, 600 km (375 miles) east of Kathmandu, where security forces opened fire on protesters on Wednesday, killing two people. Witnesses said dozens of others were wounded and more might have died.

People start to defy curfew orders in Capital Pro-democracy activists have started to defy curfew orders on Thursday in the capital and started organizing demonstrations from early morning. According to FM reports, pro-democracy activists carried out demonstrations in Bhaktapur and some inner parts of Kathmandu and Lalitpur districts. The political parties vowed to defy the curfew order and expressed commitment to take out to the streets demanding restoration of democracy. However, there was no report of violence till the time of preparing this news. Issuing separate notices, local administrations of Kathmandu, Lalitpur and Bhaktpur imposed 18-hour long curfew from 2.00 a.m. to 8.00 p.m. on Thursday to thwart the demonstration of seven political parties as they were planning to organize major demonstration in Ring Road. "Security forces could shoot violators or police could arrest them and jail them up to one month," the notices said. KATHMANDU, Nepal (CNN) -- Indian diplomats prepared to meet with Nepal's King Gyanendra Thursday to ease civil unrest in the Himalayan kingdom as pro-democracy activists prepared for a major rally. The meeting was to take place at the Royal Palace when Indian Foreign Secretary Shyam Saran and India's special envoy, Karan Singh, will deliver a letter and personal message to the king from the Indian prime minister. Singh has marital ties to the Nepalese royal family. The diplomatic effort comes in the midst of a government-imposed curfew, which was imposed Thursday from 2 a.m. until 8 p.m. (2015 Wednesday-01415 Thursday GMT). In a rare occurrence, the government refused to issue curfew passes for the media. Hours before the curfew was set to begin, police said they acted on a tip and arrested a Maoist rebel with about 40 kilograms of gelatin explosives in Kathmandu. Organizers of the pro-democracy rally say they expect tens of thousands of demonstrators to take part, despite a crackdown by Nepal's security forces, who have been ordered to shoot curfew violators. CNN's Satinder Bindra said the streets of Kathmandu were largely empty except for military vehicles. Nepal has been gridlocked by two weeks of protests against the rule of King Gyanendra, who took full control of the government last year. On Wednesday, four protesters were killed and 500 were injured -- including the police chief -- in the eastern Nepalese district of Jhapa, police sources said. With the deaths, 10 protesters have been killed in the ongoing demonstrations. India, the world's largest democracy, has close diplomatic and economic ties to neighboring Nepal, and despatched Saran and Singh to Kathmandu on Wednesday in an effort to resolve the Himalayan kingdom's leadership crisis. Saran met Wednesday with Nepal's army chief, Gen. Pyar Jung Thapa, who is considered the real power behind the throne. Many countries, including the United States, have urged the king to loosen his grip on power, blaming the monarch for failing to restore democracy after he dismissed the previous government, censored the media and seized total rule in February 2005. Other nations have urged him to step down. Gyanendra insists his steps were justified, arguing that the government had failed to protect Nepal from Maoist rebels who wanted to install a communist government. In a conciliatory gesture, the king Wednesday ordered the release of Nepal's former deputy prime minister and senior communist leader, Madhav Kumar Nepal, who has been under house arrest for three months. Nepal imposed a curfew on the popular tourist town of Pokhara on Wednesday, after the previous day's clashes between police and protesters. State-run Radio Nepal warned that anyone violating the curfew would be shot. Police arrested 250 college and university professors who defied it. With shops closed and vehicles off the streets, food and fuel are running short. Armored military vehicles brought supplies to Kathmandu for the first time since the general strikes began. Seven major political parties -- supported by Maoists -- called for the protests, and vowed to keep defying curfews and shoot-on-sight orders until the king leaves. The Maoist rebel insurgency that began in 1996 has killed at least 13,000 people.

I have been talking to my family back there, according to them there are JULUSh at Kalanki, Kiritipur, Naikap. There are also julus at Maitidevi, Baneshwor. People already started to defy the corfew. There is a rumor that there will be something by the evening. One of the cabinet ministers cancelled his visit to Dhaka, that may be one of the reasons behind this rumor. Please share your updates. I am assuming every one is eager to hear more about situation in Ktm and other parts of country too. Thanks in Advance!!!

30 miinutes ago... A reporter who has been driving around Ring Road (for the media is also barred from entering the curfew zones) reported over the phone that huge masses have gathered at Kirtipur and Gongabu areas. Nothing major yet.
